Porto is where I'd move if I were starting fresh in Portugal today. It has all the charm of Lisbon without the traffic chaos, and the school market — while smaller — is genuinely excellent. CLIP (The Oporto International School) is one of the best IB schools in the country, and the Oporto British School has been serving expat families since 1894. The key difference from Lisbon: Porto's PEBI application process is more localized, so you need to contact your local school cluster (Agrupamento de Escolas) directly — the national portal alone isn't enough. Foz do Douro is the neighbourhood of choice for international families, but Matosinhos offers better value with similar school access.
