The Netherlands has around 120 state-funded bilingual secondary schools (tweetalig onderwijs) where roughly half of all subjects are taught in English. These are free Dutch state schools — final exams are in Dutch, but the bilingual immersion is excellent preparation for international university. Some schools offer special programmes for non-Dutch speakers.
Note: These are Dutch state secondary schools (voortgezet onderwijs) with bilingual programmes. Final exams are in Dutch. Admission is based on Dutch primary school advice. For families planning to stay long-term and integrate into Dutch society, these can be an excellent free alternative to private international schools.
